Teacher Hernandez was cleaning and allowed two school aged girls to make a private fort out of pillows and blankets under a couch in the room. This did not apparently encourage her to anticipate or be alert and to check on them during a period of about "20 minutes"; or to make sure that she knew what they were doing at all times. She was alerted by another child in the class who notifying her of a private touching situation of some kind going on in the pillow fort. Then she stopped cleaning and intervened. ??
